VANPELT CONSULTING LLC is the leader in training the tactical community for vehicle-born operations.

  This course focuses on the art of discreetly tracking a suspect vehicle in both urban and rural settings. Participants will learn techniques for blending into their environment while effectively following individuals without detection. Instructors bring extensive experience in electronic surveillance and share insights gained from monitoring over 1,000 suspects across Houston.

A key component of this training is the Vehicle Containment Technique (VCT), designed to neutralize violent criminals and prevent dangerous pursuits. VCT is particularly applicable for high-value targets, emphasizing the element of surprise and well-timed actions to safely apprehend felony suspects. The technique involves coordinating strikes on a suspect vehicle from multiple angles to restrict its movement, thereby minimizing risks to the public.

Our instructors have successfully executed approximately 50 VCT operations against violent suspects in the Houston area. Their expertise is underscored by a notable case involving the surveillance of a serial murder suspect who targeted ATM guards from a distance of around 100 yards. This operation spanned four months and included around-the-clock surveillance, during which the suspect remained unaware of our presence. This high-profile case has been documented in a published book and showcases the advanced tactics and dedication of our training team.


Meet the Instructors

Blake VanPelt: Houston Police Officer B. VanPelt has served for over 15 years, including 7.5 years on patrol at North Command. With over a decade of experience as an investigator, crime analyst, and grant writer, he has also led the command center during operations focused on violent groups. A TCOLE-certified instructor for approximately five years, he teaches classes within HPD on Vehicle Containment Technique (VCT), Rolling Surveillance, Investigations, and Crime Analytics. Additionally, Officer VanPelt is an instructor for the Texas Tactical Police Officers Association (TTPOA) and The Ranch in Dilley, Texas.

Kelly Huey: Houston Police Officer K. Huey has dedicated over 29 years to the department, beginning his career on patrol at the Southwest Patrol Division before transferring to the North Command's night shift, where he served for approximately eight years. For the past 21 years, he has been a member of the North Tactical Division and also spent five years as a part-time member of the Houston Police SWAT team. Officer Huey is currently part of the Tactical Training Unit at the Houston Police Academy. An FBI-certified firearms instructor, he has taught various classes within HPD, including Vehicle Containment Technique (VCT), Rolling Surveillance, Close Quarters Battle (CQB), and specialized firearms training focused on vehicle operations. Additionally, he serves as an instructor for the Texas Tactical Police Officers Association (TTPOA) and teaches at The Ranch in Dilley, Texas.
